1. Fluent: a near native quality.

2. Proficient: a functional use of the language in essential situations

3. Competent: a workable use of the language in common and work-related situations.

4. Elementary: simple, only useful in limited situations.

5. Rudimentary: extremely limited use: e.g. greetings, introductions, simple purchases.

6. Negligible: less than basic knowledge; not useful
